2.xx TIFF Eloader Downdater

This is a port of Dark_Alex and Mathieulhs Downdater into a Eboot form that can be launched via Eloader

I have tested this on a 2.6 and it should work on 2.5s but it is untested on 2.5s and 2.7xs, so PLEASE use at your own risk.

There is ALWAYS a risk when flashing your PSP, so Train2335 nor Yellow Snow Productions shall be blamed if your PSP is bricked.
